Industrial wastewater resources, whose wastewater characteristics are not deemed appropriate to be directly connected to the sewage system, establish and operate a pre-treatment system, with all kinds of establishment, operation, maintenance, control, and documentation expenses, provided that they comply with the principles specified in the Connection Quality Control License Document. If the information regarding the quantity and characteristics of the wastes and wastes generated by the immovable property is not deemed sufficient by the Infrastructure Administration (Municipal Water and Sewerage Directorates and Organized Industrial Zone Directorates), the certification process is personally carried out by the Authority and the authorized institution to be deemed appropriate by the Administration and the real owner of the relevant wastewater resource. or collected from legal persons. After the Infrastructure Administration examines and evaluates the application form, it issues a Connection Quality Control License for the wastewater of that facility. In the license issued, the conditions under which industrial wastewater discharges can be given to the sewerage network, the characteristics to be sought in wastewater, pre-treatment conditions, if necessary, the principles of removal of the sludge to be formed as a result of the pre-treatment process, the control scheme and the “Pollution Precautionary Fee” to be paid, are specified in detail. For the completion and approval of the licensing process, the license and control fee determined in the tariff list of the Infrastructure Administration is collected.

A separate license must be obtained for each industrial wastewater discharge to the sewerage.

EXCEPT THE CONDITIONS SPECIFIED IN THE LICENSE, IT IS PROHIBITED TO USE THE SEWERAGE NETWORK AND UNLOADING TO THE RECEIVER ENVIRONMENT. 

Restrictions for wastewater from wastewater sources discharging to the receiving environment other than the sewerage network are evaluated according to the principles made in the Water Pollution Control Regulation.

 Dilution of wastewater with non-polluted non-process water such as rainwater and cooling water is strictly prohibited.

Any wastewater source with less than 1% of its load or less than 50 m3 / day is defined as a “minor pollutant source”. 

Wastewater Prevention Facility Installation Stages

First of all, a contract is prepared between the industrial establishment and the company that will prepare the facility.

A copy of the contract is notified to the Infrastructure Administration (Municipal Water and Sewerage Directorates and Organized Industrial Zone Directorates) with a petition.

The company prepares its projects according to the standards set by the Industry’s Infrastructure Administration (Municipal Water and Sewerage Directorates and Organized Industrial Zone Directorates).

The prepared project is first approved by ÇMO (Chamber of Environmental Engineers).

The approved project is submitted to the Infrastructure Administration (Municipal Water and Sewerage Directorates and Organized Industrial Zone Directorates).

If the project is approved by the Infrastructure Administration (Municipal Water and Sewerage Directorates and Organized Industrial Zone Directorates), it goes to the construction (construction) phase.

When the construction (construction) phase is completed, the officials of the Infrastructure Administration (Municipal Water and Sewerage Directorates and Organized Industrial Zone Directorates) come to control and deliver the project.

A letter of conformity to the project is given.

Pretreatment Requirement

 

ARTICLE – 11

 

In order to meet the principles specified in the discharge quality control licenses of industrial wastewater resources whose characteristics are not deemed suitable for direct discharge to the sewage system, they establish and operate the necessary pre-treatment system following the 19th article of the law numbered 2560/3009, with all kinds of establishment, operation, maintenance control, and documentation expenses. . Pre-treatment systems are based on the following conditions.

 

 

Pre-treatment conditions are determined by taking into account the characteristics of the sewerage network, wastewater basins, and the receiving environments from which they are discharged. In each wastewater basin, the pollutant load expressed in terms of the wastewater flow or any pollution parameter (kg/day) or another suitable unit is more than 1% of the total flow and pollutant load carried by the sewage system in that basin, or the daily flow rate in industrial wastewaters is 50 m3 and more. Industrial wastewater sources that are excessive or contain hazardous and harmful wastewater are defined as “important polluting sources”.

 

Pre-treatment is applied if the industrial wastewater characteristics of the important pollutant sources that benefit from the sewerage network or that have been projected in the region are higher than any of the quality measures specified in Table 1. Instantaneous or composite samples are taken as a basis for determining the characteristics of industrial wastewater.

The important pollutant sources defined in clause a of this article are inspected according to the wastewater parameters required to be analyzed given in Table 2 in the annex of the regulation and the applicable principles in the Wastewater Directive.

 

Although İZSU approves the pre-treatment or full treatment scheme foreseen to be implemented, it is not obliged to suggest a method. Three copies of the project submitted to İZSU for approval are revised up to three times. The project, whose approval is deemed unsuitable at the end of the third revision, is returned. The returned project cannot be re-submitted to the administration for approval. The project is prepared and submitted to İZSU for approval within a month. The fact that the project approval has been made by İZSU does not eliminate the responsibilities of polluting sources in terms of facility competence and ensuring standards.

 

 

Industries are responsible and liable for disposing of sludges resulting from the pre-treatment or complete treatment process. Depending on the permission given by the relevant institution for sludge disposal, landfills or sludge removal facilities can be used for a fee.
